Kerri Woehler (Technical Committee chair) is the Assistant Secretary for Multimodal Development and Delivery at the Washington State Department of Transportation. Responsible for leading implementation of policy and direction that ensures all modes of transportation are considered and integrated within the planning, programming, development and delivery of transportation systems and projects. Kerri oversees multiple divisions including Active Transportation, Aviation, Development, Local Programs, Multimodal Planning and Data, Public Transportation, Rail, Freight and Ports, and Transportation Safety. Kerri’s prior roles include work in multimodal planning, rail, aviation, and a Metropolitan Planning Organization. She graduated from Western Washington University with a Bachelor of Arts degree in political science and earned a Master of Urban and Regional Planning from Portland State University.

Veronica Jarvis (Technical Committee vice chair) is a Senior Transportation Demand Management Planner at Thurston Regional Planning Council and runs the Commute Trip Reduction Program in her region. She loves talking about TDM to anyone that will listen. Prior to her current role, she served two Washington state Governors, one as Budget Analyst for Transportation in the Office of Financial Management and one focused on community outreach and events. Veronica serves as Vice Chair of the WSDOT TDM-Technical Committee, the Chair for the Association for Commuter Transportation’s Public Policy Committee, At-Large Director on Association for Commuter Transportation’s (ACT’s) Board of Directors, and as a member of the Transportation Research Board (TRB)-Mobility Management Committee (AEP-14).

Priya Balan is a TDM Program Manager at Amazon GREF/JLL and oversees TDM program for all US and Canada corporate worksites. She started working at the City of Austin as a project coordinator within the micro mobility team focusing on developing shared mobility policies, parking enforcement, and curb space management. She then joined Commute Seattle as a Transportation Specialist working on the CTR program along with the Seattle Department of Transportation before joining Amazon GREF/JLL. She worked with major employers in the City of Seattle to help them be in compliance with Washington’s CTR law and occasionally working on the Transportation Management Program. She is also a board member on Seattle’s Transit Advisory Board from 2023 to the present. Priya is originally from Tamil Nadu, India and graduated from the School of Planning and Architecture, Vijayawada with a Bachelor of Architecture degree. She practiced for a year in India as a Junior Architect before moving to Buffalo, NY for her Masters in Urban Planning from University at Buffalo. In her free time, Priya enjoys playing badminton, hiking all the amazing trails Washington has to offer, exploring neighborhoods, and bouldering.

Angie Coulter has been the Executive Director of Community Transportation Association of the Northwest (CTANW) for 7 years and has enjoyed every minute of it. Angie has over 20 years of experience in nonprofit management and has training in counseling, trauma response, human resources, and all types of event planning. Angie lives in Aberdeen with her husband and 2 dogs. She enjoys crocheting, gardening, and spending time with her 4 grandchildren.

Greg Garrett is the Rideshare Program Manager at Spokane Transit Authority. Being in the industry since 2009, Greg has been involved with the Washington State Transit Association (WSTA) and served as a co-chair for the Public Rideshare Committee, is currently a board member of the Washington State Rideshare Organization (WSRO), been a speaker at WSTA conferences, Association for Commuter Transportation (ACT) conferences, and WSRO conferences. Greg is a Washington State University graduate and holds licenses and credentials from various religious organizations. Greg and his wife, Brenda, have been married for over 30 years and have two children. When he is not changing the rideshare world, he is reading, mowing his lawn, reorganizing his garage, or towing his RV around.

Olivia Kahn is a Transportation Demand Management Planner at the City of Vancouver. Olivia is responsible for creating policy to meet climate, safety, and equity goals, expanding Clark County’s regional Commute Trip Reduction Program and Get There Southwest Washington, launching a brand new residential TDM program, managing the city’s Bicycle Parking Program, and supporting mega projects like the Interstate Bridge Replacement Program. Prior to her role in Vancouver, Olivia spent seven years working at nonprofits such as Oregon Walks, Westside Transportation Alliance (WTA), and Commute Seattle. Olivia is originally from Pittsburgh, PA and earned her BS in Regional Planning from Indiana University of Pennsylvania. Olivia moved to the Pacific Northwest in 2015 to pursue a Master of Urban and Regional Planning at Portland State University. In her free time, Olivia enjoys exploring on her e-bike, rooting for the Portland Trail Blazers, and spending time with family, friends, and dogs.

Staci Sahoo is the Director of Mobility Management at Hopelink, a community action agency based in the Greater Seattle area. Staci oversees collaborative initiatives and projects to improve transportation opportunities for historically underserved communities. Before joining Hopelink in 2016, Staci earned her Master of Urban Planning from New York University and coordinated mobility management programs worldwide, including in New York City and India.

Nicholas Swan currently works as a trainer for the Department of Social and Health Services for the State of Washington where he has served as the employee transportation coordinator (ETC) for his office’s CTR program in Spokane Valley for 10 years. Within those 10 years he earned Spokane County’s platinum level of CTR recognition 4 times for his worksite as well as champion ETC in 2023. He is also a board member on the Spokane Bike Swap since 2024.

Nicholas has lived and worked on both sides of Washington state and is knowledgeable about the different transportation needs within both sides of the Cascades. His passion is being able to represent everyone throughout the state and their transportation needs. Nicholas joined the TDM Technical Committee in January of 2026 and has a bachelor’s degree in business administration from Central State University in Ohio. Nicholas enjoys the Pacific Northwest outdoors and traveling. He enjoys introducing people to the world of ridesharing and how easy it is to use it throughout the world and educating how efficient it can be with improvements locally.

LeAnn Yamamoto has dedicated 28 years to Commute Smart Northwest, a division of Spokane County. As the TDM Manager, she oversees the Commute Trip Reduction program across seven jurisdictions. By collaborating with over 100 employers and community partners, LeAnn implements innovative strategies that remove more than 8,300 daily drive-alone trips and nearly 141,000 vehicle miles from regional roads.

Beyond her primary role, LeAnn is a passionate advocate for sustainable transportation. In 2012, she pioneered the annual Spokane Bike Swap, where she continues to serve as Board Chair and Event Director. Proceeds from the bike swap fund grants for improved bicycling infrastructure and safety.

Throughout her career, she has also served on the Washington State Ridesharing Organization (WSRO) Board and the state’s CTR Technical Advisory Group. Recognized as a 2018 Wall of Fame nominee, LeAnn’s career reflects a steadfast commitment to enhancing regional mobility, environmental health, and community safety.
